Speed Dial is used for making icons for your iPhone home screen that let you quickly call people. So, it's not available for other platforms.

Hopefully it's easy enough to use. The only tricky thing might be choosing photos. If you opt to use the photo URL box, it's probably easiest to copy and paste after finding the photo you want in another browser tab. Quickpic however is the preferred method, since the photo you really want is probably in you phone's photo library. Clicking Quickpic will either launch the application or take you to the page with instructions for how to install it (you may get a popup warning about an invalid URL at some point too... don't worry about that).
